Not sure if that is completely accurate. I installed iOS 7.0 beta 1 on my iPhone 5 and it vaguely looks like that.

I believe they are pushing for a late fall release so it might be out roughly around Mid-October. The beta is not that bad but it sure does have a lot of bugs.

If your iPod is Jailbroken, I'm sure someone has released a thing on Cydia that turns your device into something similar to iOS 7.0 but that's only if you seriously cannot wait much more.

iOS7 looks nothing like that picture in the link, after all, that's a concept.
Also there's no word on an 'iPhone 5s', only pictures of supposed 'cheap iPhones' which have been leaked.
