I just bought CoD4 on PC for the first time. I had already tried pirating it, which didn't work (none of the servers worked), and as soon as I go on the game it tells me that Punkbuster was disabled and my key code was in use, which means I was banned from the came completely!! And steam doesn't offer any refunds...I am so pissed off right now you don't even know!!!
Is there any way I can either get a refund or fix the issue, because I searched on how to fix it and it says I have to play on the cracked servers which I could have just found a better cracked version of the game for free instead!

None of the servers worked because you were using a cracked game.
Your CD key isn't working because when you cracked CoD4, it added a registry key with an illegitimate serial, which your legitimate game is now trying to access.
You're going to have to use a registry editor, (type regedit in the serach bar in Windows 7/Vista.) and look in HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432node\Activision\Call of Duty 4 for "codkey," delete it, and verify the integrity of CoD4 in Steam. (Right-click game in library, properties, local files.) There is an option in-game to change your serial, but it never worked for me. Here is what it would look like in regedit, censored so lurkers don't steal 'muh game:

CTRL+F and search for "codkey" if you're lazy.
If that doesn't work, PM me. Had the same problem.

Try logging out of steam restarting you pc and try again could be a bug
