which one of these two I7's are better as they are the same price

1st I7: 259.99
Intel Core i7-3770K 3.50GHz (Ivybridge) Socket LGA1155 Processor

Intel Core i7-3820 3.60GHz (Sandybridge-E) Socket LGA2011

these processors will be collaborated with a Nvidia GTX 680 2GB

3770k - fully unlocked. Newer socket. More efficient.

3820 - more PCI E lanes, supports quad channel memory, higher stock clock speed, bigger L3 cache.

They'll perform roughly the same - unless you're going to be using SLI, as the 3820 allows for 16+16, however it doesn't honestly make much of a difference.

I would personally go with the 3770k as there is a larger choice of motherboards, and new ones with more features are still being released.

With the 3770k you get a fan included, and a very good motherboard will cost about ~130 USD. Of course, you'll be overclocking, but because of the lower cost of the motherboards, you'll be able to get a really nice heatsink+fan.

I strongly advise against buying into socket 1155 right now because new CPUs and boards are being released in a few weeks.

Otherwise, the 3820 is faster and I'd only suggest it for gaming if you will be using more than two graphics cards. Sandy Bridge-E CPUs have more PCIe lanes available. The 670 and 7970 are much better buys than the 680 as well.

i thought the new cpus will have a different socket 1150?
i would go for the 3770k

Yes the new series of Intel processors will be using the 1150 socket. It is expected that after release, prices of 1155 processors will drop.

There would be very, very little benefit from upgrading from the 3570K. Only a few games can take advantage of the extra threads offered by the 3770K and even then, the difference in performance is fairly small.
