I Still like MW2 Modding but thats my opion everyones opion is diffrent so just find a game mod it if u dont like it choose another.

In my opinion GTA is the all time greatest game too mod, unlike CoD, when modding GTA it doesn't give you any unfair advantages, ok there are a few but it's nothing like CoDs and unfair aimbots.

GTA is probably one of the most fun games to mod due to the amount of ones you can find.

I also liked MW2 Zombie mods.. They were great back in their time.

I would say all of the Cod series and the Dead Island series.
