The graphics card in that PC isn't a GTX 650, it's a GT 630 (Unless you're buying a GTX 650 to put inside it).
It will play Call of Duty, but probably not on max or high - you will probably want to upgrade the GPU. With the GTX 650, it will run fine.

By the sounds of it he's going to be getting the GTX 650 and putting it in later, at 1080p you may get a few issues at max (I don't play Call of Duty so don't take my word for it) but you'll easily be able to play it on High settings at the least.
But in reality that PC is a waste of money, you can get so much more if you build it yourself and the CPU is locked which is going to prevent overclocking, which you may want to do at a later date.

The one that you have linked only has 630 graphics. However you should still be able to play Call of duty.

it will run fine but with some lag and quite low fps
