What is the best way i can lvl up Str,Def, and Att with Eco.

Deadly red spiders. I got 99 atk / str / def / const in no time ( in comparison to other 99s lol)
If you have a sgs with 99 defense and bandos, you will NEVER need food

Erm not 100% sure, but they are around 500xp ea, so about 140xp to hitpoint and the rest to combat skills.
