So my save was deleted and I now have to start over, and I don't know where to go. I have left the starting city and have no idea where to go or what to do. Please help as it has been a while since I last played the campaign.

Honestly just do what you wish, just don't kill named NPC's as there is no essentials in it so killing someone who is named could result in breaking a large number of quests. But if your wishing to go straight with the main quest you need to go to Balmora
