But on topic, a conspiracy doesn't just have to deal with the government.
Definition of Conspiracy: "A secret plan by a group to do something unlawful or harmful."

A conspiracy by definition is simply a group of people to accomplish a goal (crime, etc.) through illegal action.
Therefore, George Bush saying I was afraid it might have been another conspiracy.
"another conspiracy"
Referring to the 9/11 conspirators from Al Qaeda. They were terrorists and conspirators, which allows it to be a conspiracy without the government involvement.
This could've been referenced as "another" because if it was a terrorist organization, it could be classified as a conspiracy.
The editing isn't even remotely suspicious. Political figures have to choose their words WISELY. If he would have said conspiracy instead of "highly organized attack on the country", people like you, the youtube video creator and every other person who seems to be drawn into these topics, would have assumed this anyway. This way, not many people saw it, less problems.
The clip in the video also has horrible editing, which I wouldn't suspect NBC of.

There's that part of the clip. Whether or not they re-aired another recording or someone falsified the video, we may never know.
But the video you posted has a "new version" that seems very unprofessional.
