You realise that his so called "hacker" never technically hacked.
He abused the system of support teams, reverse engineering on a large scale and manages to get details for peoples account based on other services.
For example, he could get your card no from Netflix, use that to then have proof of account on xbox and they will reset the account for him.
(That's not how he did it but an extension along those lines)

I doubt that anyone will be claiming this money... I assume Google employs entire teams of people whose job is security for their site. They are constantly upgrading security and also trying to hack it themselves so they can fix it. So good luck to anyone actually trying to do this.
