My Jtag plays for a couple minutes then freezes sometimes, and sometimes it won't boot at all. I need to know how to fix it.

It's a xbox 360 Elite, it's a Falcon.
Also when i'm on dashboard it wont let me power off, guide button doesn't work, i have to manually power off.

It can probably be a bad flash or if you have dashlaunch make sure you have the latest update. I once had this problem and reflashed my nand with everything updated and it went away.

Do you have the original nand and CPU key? I suggest try to see if the guy can reflash it.

Then i think you will need to get it rebuilt from the nand that's currently flashed on there. There should be some guides out there that can help you more. I'm not to familiar with rebuilding nands.
