Perks dont have levels, they have ranks, skills go up to 100, not perks, and if we put them up to 100, you cant level past where you are right now, which means you cant unlock perk points to level up your perk tree, this is why i made my own starter save. Alot of every ingot, some okay weapons, and 169 perk points at level 1 so i can still level up legitly and by the time im level 81, i can unlock all perks because 81+169=250, so that way im not stuck with only 81, and i also have high carry weight, and money, perfect modded starter save and not too over powered at all.

I will mod your save, however, you must put it into the Save Game Modding forum and also put your request into the correct formula either on screen or in a text file.

For example:

player.setav marksmanship 100
player.setav health 500

etc.
