My computer has just started doing this. I wouldn't say that it is hanging there because I am obviously on my computer right now, but it is taking 2 minutes or so to get past the BIOS screen. It didn't start doing this until just now. I just got done cleaning all of the dust out of it.
When I first turned the computer on, it hung there and then said something about firmware, and said the it defaulted back to the older version. I don't know if it was the BIOS firmware or not that it was talking about. But I am assuming so.
If this is the case then I will just go and re-install new firmware.

Try updated your BIOS and see if it still happening - even if it's not, it'd still be wise to keep it updated.
Second, go into the BIOS and see if there an option to disable the splash screen and see what happens then.

OK, now there is a new problem. It won't even go into Windows. I have updated the BIOS to the latest version, and all it does is keep cycling back to the BIOS screen. It won't go into Windows. I have tried going back to the older version of the BIOS to fix it, but it won't go back to the older versions. It is like it is corrupted on the latest version. Is there a way to fix this? As I know what I am doing when it comes to computers. I built mine myself.

You can try resetting your BIOS by removing the power cord and the CMOS battery from your motherboard, and by pressing the power button (this might make your fans spin for a second). Then, put the CMOS back and the power cord.
If it still doesn't work you can put in a Windows disc to re-install Windows. You don't have to go through with the actual re-installation, but if you get to the installation menu then you know your PC works fine and that there is something wrong with your current Windows.

Have you tried booting from the rescue disc or safe mode then you could troubleshoot the issue from inside the os
