I just got the Super bike with iAp Cracker on my iPod, and now my brother wants it on his. How can I buy it on my iPod and transfer it over. (His is not Jailbroken)

When I try to restore in-app purchases on his device, it says to sign in with the same account that bought the app. What account is it talking about?
