You can't re-fragment a drive (well overtime your drive will become fragmented from use) Downloading and what not. You can reformat a HDD (which is what he wants to do). You do this by getting your windows/linux/mac disk and by re-installing it. You can also defragment a HDD, but you do not wanna do this on a SSD.

In your case you're going to have a copy of your OS from Dell. Which is going to be locked to that motherboard. Look up on Google how to reformat your computer.
