There's a few ways to solve this. Well, first off...
>close skype.
Anyone with a skype resolver can get the last IP you signed in with on skype.

Once all that is done, if you sign back into skype, he'll get your new IP and you'll probably be knocked off again. You should probably jump over to aim for a day and add some of your friends on there, then get back on skype in a few days when he forgets about you. Or if this whole thing is from Xbox, don't even worry about it after you reset your IP, just don't accept any invites from the guy.

This doesn't always work, it only works if it's his Router default ip.
To find your routers default ip, open up CMD prompt, and Type "Ipconfig", a huge list should come up, you'll want to search for your default gateway. Anyways, if you've got a static ip, then you're basically boned, but if you're a dynamic, you could just reset your router. Calling your isp won't do anything, because 90% of them do not know what a DDoS is, the only way they'll ever know is if they check the person who's DDoSing you, Packets sent.
