I doubt they have actually cloned a human yet, but I think they are in the process of discovering how to do it safely and effectively.

Who are we referring to when we say 'they'? The American or European Government(s)? Scientists? I'm sure it's a possibility, but certainly not a likely one. I'm sure there's practice of it, but I doubt it's been done. There's no benefits (as far I can tell) from cloning with the exception of war. If it were used for war, that would stop deaths of soldiers, and have no needed sacrifice for the government. (Except for financially, as I presume cloning would be expensive.) With the exception of that, it would have no real use in current society.
