If i buy Premium will all the "perks" of Premium go to my brothers account which is on the same xbox, including the map packs at a later date ?

No if you buy premium on a account it is not a local shared DLC since it connects with your account. So you will have to buy it on both accounts Sorry - Dont worry EA are Money ****.

That will and premium does also just use a second controller sign in n both and both should have but only sticks on one console
