It's Taobao. Most or all of the XDKs from there are kits sent to China for destruction, then somewhat repaired for sale.
When it's not that, it's often just scammers. Don't buy from Taobao unless you're willing to lose your entire investment.
What do you even need an XDK for anyways? Do you have the skills (C++ and DirectX) or the software (VS2010, 21076 SDK and recovery) to use those skills with?

No, the Xbox 360 will be registered to a different region. If you wanted to play you would need NTSC/J games witch can only be brought in China and if you were to try and to play an american game on a China xbox it won't work.Plus everything would be in Chinese.

Thx for this answer, this is what I was looking for. I will not purchase unless a can get an answer from someone like carlooch. I actually have Visual Studio Ultimate 2012, and I thought might swell hook it up to a dev kit. (Note Visual Studio Ultimate 2010 is 11,800$)

Dev kits are region free, there's an option in the launcher to change between NTSC-J, NTSC-U, and PAL. That and the launcher is only in English or Japanese, with both included.
China doesn't even have Xbox 360's sold legally for their region.

Visual Studio 2012 won't work with the Xbox 360 SDK for a very long time. Visual Studio 2008 support just got cut, if that's any indication. I mean, VS2012's not even out of beta yet.
