Since you have a 550 budget this is what you could buy if you build it yourself.

The computer you chose is not a bad deal, but that is a cheap case, a ok graphics card, bad power supply, ok RAM..

Power supply: [ Register or Signin to view external links. ]

HD 6870 Graphics card: [ Register or Signin to view external links. ]

The Total would be 568 Shipped

You could change the CPU to the i5 2500K :

The total with the 2500k will 592.63 shipped.

Performance

The 6870 is WAY BETTER than the GTX 550 ti. Also better than the GTX 560 (NON TI) too.

You can either Burn the ISO or if you have an USB (4.5GB+) you can use [ Register or Signin to view external links. ] and you will need to set to boot from USB drive on the BIOS.

Here's a tutorial on how to use WinToFlash:

Tip: When you finish the first steps using the USB method, Windows installation process will require to Reboot the system, when that happens, you MUST take out the USB drive and there will be no need to put it back again.

Good luck with your build!
