so was megaupload they just had some servers in the usa
which means the US Did have the right to act.

any servers maintained outside of the US cannot be subject to the US jurisdiction and can only be shut down by the authorities under which they operate.

they took it down because they got in trouble for having movies because of copy right and that stuff not because of sopa or whatever its called
