I would like someone to make me a screencap program like gyazo.

When you make it i would like the source and the exe.

I used to have a open source project for a project like this and trust me its not worth the +rep but paypal needs to be discussed.

From the post it looks like he has plans to sell the program. In this case you can't use anything open sourced. It doesn't seem worth the time.

It's simple enough program that he could have something up and running within a weekend of learning and doing. If he was asking for help it would be different, but he wants someone to do it for him.

If he sells it the programmer needs to get a cut of the profits.
