So I have an AMD 8350 4.2 GHZ but I feel like all system requirements are soon going to be too high for it so I'm looking to get an Intel i7 but I don't know what the best, fastest one there is atm... also I need to change motherboard, any specific motherboard that can use the intel and my GTX 970?

Honestly, AM3+ is a dead socket, and Intel out-performs AMD, but the 8350 is not a terrible CPU, it can still stand it's own. If it's doing it's job for you now, I'd suggest keeping it and waiting for Skylake to upgrade. Otherwise, the best i7 would be a 5960x, but that'll set you back a grand. The most recent non enthusiast i7, is the 4790(k). You will need an LGA1150 motherboard for Haswell CPUs. Wouldn't be very wise getting old generation i7's such as sandy bridge or ivy bridge, so if you do have to upgrade, 4790. If you want to overclock, 4790k and a Z series motherboard(Z87 or Z97 are compatible LG1150 motherboards).
