If your friend lends you a game can you install it to your hard drive and play it without the disk? My little brother is getting an xbox one and doesnt know if he can afford a game with it yet.

No it doesn't work like that, otherwise i could just buy the game, install it, then sell it to someone else. You need the disc to play

Access your entire games library from any Xbox Oneno discs required: After signing in and installing, you can play any of your games from any Xbox One because a digital copy of your game is stored on your console and in the cloud. So, for example, while you are logged in at your friends house, you can play your games.

That is in the FAQ on top of this forum? What does it mean because it says you dont need the disk to play at a friends house as it is stored in the cloud and such.

The only way you can play a game without a disc is if you purchased it from the Xbox One store and own the digital version.

In your case you will need the disc in order to play the game since you do not on the digital version. It's the same as it was on the Xbox 360.
