As far as getting tires to go to the fenders you'll need new wheels with more offset at which point they're putting the same amount of stress on the suspension components as spacers.

New wheels with more offset, or spacers are your only option.

Wheels are one of those things that you could spend $4k on a set that has the specs you want, or you can spend $200 on a set that has the specs you want. It really comes down to style. Just type into Google the following and get the answers.

1. What lug pattern does a 2008 Subaru Legacy have?
2. What size wheels does a 2008 Subaru Legacy have?
3. What is the offset of a stock wheel of a 2008 Subaru legacy?

Let's say the lug pattern is 5x5.5", the size is 18x8, and the stock offset is 0. Now what you do is go out to your car, and meaasure how far away your tire is from the point you want it. Let's say it's 1". Now figure out how many mm that is, and if it's 1", that would be 25.4mm. So now you'll round that to 25mm, and google 18x8 -25 offset wheel 5x5.5 lug pattern. When looking at offset, negative will push the tire away from the car, and positive will pull the tire under the car.
