That's like saying all of Britain's troops, or all of America's troops are only located in their own countries.

You can't solve the bombing of innocents by bombing innocents, it's inhumane, but at the same time we don't even know where ISIS is completely located.

They have to be pretty stupid to bomb Washington, Paris were completely oblivious to what happened. Washington have a huge defence and of Iraq can't bomb it, Isis won't be able to say allahachba before they're shot dead.
