I want a $200 computer that I would be able to use as a small server. For example I would use it as a minecraft server.

I don't know much about server rigs, but you're definitely not getting much for $200. Something like this should be fine for your budget though;

If you could find any sort of old HDD in your house sonewhere, that'd help. You could maybe get a case+PSU bundle to save a bit of money but you'd be getting a poor quality case and PSU, so you'll want to swap the PSU for something better asap, when you have the $$. You can add another 4GB RAM at some point, or upgrade to 16GB.

You might be able to pick up a good used one, companies will just throw them out when upgrading. They're not very popular so you could pick a bargain.

The Pentium would probably be better tbh. If you can spend a bit more and find an HDD somewhere, you could get this;

How big of a minecraft server are we talking?

If it's a small server of 5-10 people you could get away with a raspberry pi 2. They run around $35 to the device itself.

The utter drivel you post in these sections is absolutely ridiculous. Xeon's obviously not going to fit in to a $200 budget. That's also far from all Xeon's are used for. Some Xeon's aren't even worth getting. Smh. No, a used PC would not be better, most likely.
