Yemen's feuding parties have agreed on a "people's transitional council" to help govern the country and guide it out of a political crisis, U.N. mediator Jamal Benomar announced on Friday.

The move follows the takeover of power by the Houthi movement, a Shi'ite Muslim militia, which led to the resignation of the president last month and the paralysis of many of Yemen's state institutions.

"This progress is not a (final) agreement, but an important breakthrough that paves the way towards a comprehensive agreement," Benomar said in a statement.

As part of the new formula, Yemen's old 301-member house of representatives, made up overwhelmingly of MPs from the former ruling party thought to be sympathetic to the Houthis, will stay in place.

Instead of the traditional upper house, a new transitional council - whose numbers were not specified - will consist of traditionally unrepresented sectors among Yemen's formerly independent South, women and young people.

Together the two bodies will make legislation guiding Yemen's transition.

Well, another country down the tubes. They are all screwed. Nowhere, in the history of the world has there ever been a successful government where the power was shared by Sunni and Shia Muslims. It is going to be a BLOODBATH. Those two factions do not get along. PERIOD.

Like most rebel organizations, they they have a goal, but when they get into power they A)learn about all of the Real Problems that affect the government and the people, B)figure out that they actually have to govern instead of just complaining about what's happening and C) Get money, which causes the greed factor to come out in a big way. Those three items will cause complete chaos.

My dad always said that the worse thing to happen with any splinter group is for them to be successful and come to power AKA "Be careful what you wish for."

Get ready for some really interesting new footage.

ETA: A good book that is similar to what is going on "It's Our Turn to Eat: The Story of a Kenyan Whistle-Blower" Very interesting book about what happens when a country completely changes power.
