When i go into purchase a CS : Go item it comes up with a loads of messages saying something about 30 days since i bought something and steam guard, and ill be available to buy something on 24th Feb, is there anyway i can speed it up, e.g make a ticket.

unlikely. Is this the first time you have bought something?

This happens when you either log in from a new ip/pc, or add a new payment option?

It's to stop fraud you just have to wait it out. I was blocked from the community market for a week when I got a new modem and it changed my IP.
