Probably not because they have 0 feedback and will just sack the account off; I wouldn't even risk dealing with anyone with that low feedback.

Not necessarily, some people have a "reserved buy" meaning if the bidding price doesn't reach or go above that, they won't sell the item. On top of that, be very careful when buying from someone with little to no feedback. I know everyone on eBay starts out somewhere, but you still need to be careful.
