All those are is either people getting PC users to edit their save, or exploiting the well known duplication glitch, allowing for permanent stats increases. Do the second too much and it can break the game, however to get to the level your speaking of it'd be a tedious task, as you'd have to find something with a high level of Feather or Increase Health enchantment to do it, and even then you'd need a large number of different items with said enchantments.

I guess I didn't know the extent of programming and tediousness of what I was asking. Pelican at one time had cheats for the PS2 system. I suppose I was looking for something similar for PS3. I have something for the PS3 as well, but it doesn't really provide cheats, it just provides saves, someone else's work. I like to do the work, just without having to leave items behind so the player can walk. With Skyrim one can at least walk, and defend him or herself, with carrying quite a bit. There are alot of cheats and mods for Oblivion you just need to search a little harder i've see some really good ones where you can get all of the items and 100% completed game mode plus a mode where you can get it so you will never be Over Encumbered but a lot of the saves that you try will not work because lots of the saves will be from people who have modded the game on PC so it will be tricky but you should be able to find some good ones if you just search with diffrent/specific words try searching a lot on YouTube but when your looking for mods on Youtube make sure you either watch their video and listen to keywords when their talking and also make sure you always read the discription for the video because in a lot videos they dont tell you that its for a specific console or that you have to take diffrent steps for the mod to work.
