Where did you delete the file from?

Was it located in the documents area or was it from a USB, Did you press shift + delete? have you emptied the recycle bin lately?

it was on the desktop i emptied the recycle bin

Software is able to recover lost recylce bin items, just search up "Can you recover files from recycle bin ?"

I've downloaded 2 programs there useless, is it possible to system restore then transfer the selected file to usb then undo the system restore?

System restore, see if theres a system restore point which has the text file still onit.
