Yes you can! There is an option in the settings called "legacy mode" which allows you to play as if it was back before EoC, you even get special attacks back!

Get divination to 99, fun skill

Continue slaying and get you hands on that cape too.

Try Legacy Mode in game settings. Its essentially a mode you play on that is very nearly identical to how things were before EoC.

Did not know about Legacy Mode till today. Awesome stuff.
