Actually, this demake is a little more than what the game might have looked like on PS1. It's probably exactly what it would have looked like as the demake is a mod that uses the original version of Resident Evil 2 as a base. Recreated as if it launched a few years earlier giving it the polygonal look synonymous with that era.
El Rincon del Lobezno is one of the talented modders responsible for bringing this demake to life (thanks, Hack Games), working with a number of other creators to make it happen. While the full game hasn't been demade, you can play through what the modders have done so far by downloading the mod through MediaFire.
It's actually entirely possible this is close to what Resident Evil 0 was originally supposed to look like. The prequel started life as a Nintendo 64 title that was scrapped and restarted on GameCube. Only the story and the concept art remained in the rebooted project so what it wound up looking like on the newer console isn't what Capcom had in mind for the scrapped N64 version.
As for whether Resident Evil 0 will be the next title in the series to get the RE Engine remake treatment, that is currently anyone's guess. Capcom has remade 2, 3, and 4 so far, in that order. Some fans think the best option would be to go back to the first game since that was passed over, possibly because it has technically been remade already, though even the remade version is now more than 20 years old.
Capcom may well be keeping an eye on what Metal Gear Solid is about to do with its Snake Eater remake. Kicking off with what was technically the third installment in the MGS series, the studio has explained part of the reason it's starting there is because Snake Eater is the game that comes first chronologically. Capcom may well want to go back and remake the events of 0 before it remakes 5.
As for what you, the Resident Evil fans want to see, many of you are hopeful Code Veronica is the next game to get the remake treatment. Capcom has even been asking which game you would like remade next, heavily suggesting it hasn't yet made a decision or started work on its next remake. Perhaps if 0's demake mod proves popular enough, the prequel will be a genuine contender among the RE remake candidates.
