This requires the "Leap of Faith" Perk. It becomes available during an Act 2 story mission so you must first advance the story a bit. It allows you to double-jump. Air Drop to any fast travel point (if you have fully upgraded Expeditions Station at Prosperity) or simply jump out of a Helicopter. Just before landing you must jump once to nullify the impact.
