This achievement can be earned at any time during your playthrough; all that's required is a fast car. Once you have a the right vehicle, drive along the highway that connects River Row to Downtown (or any straight road for that matter). Once you're near top speed, pull the handbrake using [ Register or Signin to view external links. ] and pull left or right on the analog stick. This will cause the car to turn 180 degrees (or even more), thus unlocking the achievement provided you don't hit anything on the turn.
