The Francois figurine is found on World 3-2. After locating the access card in the bathroom and opening the locked door. Ride the conveyor belt and enter the air vent. Keep crawling through the air vent until you have reached the bathroom; make the second left and then another left to find the figurine. If you make a right here you will fall through the air vent.
