The Philippe figurine is found on World 3-1. After you sneak around the security guards and co-works walking the parking garage. You will enter an air vent. After crawling for a small distance you will fall near a box of donuts. Walk straight down past the security office, the figurine will on the shelf with all the boxes on it.
