To unlock Dory you need to finish Chapter 1, 'Undermined'.
Underwater races are only completed in the hub world. They are mostly in the outer rim by the city in the ocean part. Dory is unlocked by completing the Pixar family build in Waterfront. After unlocking Dory, switch to her by holding [ Register or Signin to view external links. ] then complete any race that's underwater for the achievement.
