This achievement is missable and is earned for completing Side Mission 02, Cult of Personality, in a specific manner.

This side mission can be triggered by entering the sewers via the manhole in the alley near Jensen's apartment complex. As you travel through the sewers, you will eventually spot a man in a robed tunic. Approach him to engage in a strange dialogue, then accept to help his cause.

After entering the doors nearby and speaking to Richard, search the room thoroughly on the ground floor and you will find a crumbled poster that, when read, triggers a new objective that leads you to the magic shop in north-eastern district of Prague. Travel to this shop and speak to the store clerk. He will reveal Richard's secret hypnotizing "trick" and hand over three signal scramblers. These scramblers must be installed on the small "speaker lamps" on the upper floor of Richard's underground hideout.

Return to the hideout and stealthily crawl around the upper floors, installing the scramblers on the speaker lamps. Be careful, though; there are turrets guarding each of the speakers and you will need to take extra caution not to be spotted. Your augs will also be deactivated at this time.

Once all three scramblers have been installed, return to the ground floor, activate the microphone, and during conversation with Richard, choose the following dialogue options: Pity > Mitigate. This will unlock the achievement and leave Richard a broken man.
