Found in the Cathedral of the Deep.

You need to make your way through the cathedral until you get onto the highest roof, up here there are opening on the left that lead to the rafters - make your way across to the far side (watching out for enemies) and look for a ledge you can drop to. Do so and follow this path past a bunch of worm enemies and up some stairs, you'll find more worms ahead. Kill them and go in the door on the right to find this covenant.

You need to get this Covenant to Rank 1 in order to acquire a unique ring, which requires 10 Pale Tongues. You can get three naturally: one in the Undead Settlement on a dangling corpse near where you fought the fire demon, one on a corpse by the chained giants in the cathedral of the deep and another on a corpse near to where you entered the rafters to get here. You can also get them by killing other phantoms/hosts as a member or farming the Darkwraiths in Farron Keep. Spawn at the Keep Perimeter bonfire, go back outside and then left to find two Dark wraiths, which the enemies in this area will also attack. The drop rate is roughly one in thirty if you have the Symbol of Avarice, Golden Covetous Serpent Ring and use a Rusted Coin.
