In order to get this achievement you must fully mod a vehicle.
All you have to do to get this is buy all the upgrades for one car in GTA V, it doesn't matter if they are cheap or expensive, just make sure you have one in each category. It is cheaper to do this in singleplayer.

For this one I made sure to buy the customised tires and tire smoke, and all the engine parts, tinting, changing paints, I went down the whole list.
