After you have fought off the enemies in the chapter Defense and all your Teammates are dead, go to the captain who is sitting behind the door that was previously closed. He will give you a TAPE. Take it and complete the chapter. The Achievement/Trophy won't pop if you skip the rest via chapter select.
At the start of Outpost you have to fight some enemies to move forward. Use your compass until you come to a CONSTRUCTION VEHICLE. Climb it and use the ladder to get on top of the building. On the right you will see a small shed that has a satellite on top. Put in your tape and start broadcasting.
