I have created it in Text and Video form for those that like it one way or the other.

Video

The Video contains no audio, I chose this as I hate having to listen to other peoples taste in music

Text w/Pictures

Lets start by opening up our image that we want to apply this effect to.
I chose this one

Now what we want to do it Duplicate it and set it to Soft Light

Create a Solid Colour Layer by clicking the Circle at the bottom of the layer window

This solid layer we want to change the value to 070142

And set this layer to Exclusion

Lets use the little circle at the bottom again (get used to him, we use him a few more times)
This time we want to select Levels

And change the first box from 0 to 11

Now we create another Solid Colour Layer (using the circle)

This value we set to de9b82 and set the layer to Soft Light with 75% opacity

Rinse and repeat, Solid Colour Layer this time the value is fed1eb and we set to Soft Light with 50% opacity

Final Solid Colour Layer with a value of 070044 and we set this to Exclusion

Final step is to Duplicate our bottom layer and drag it to the top of the layers and set to Soft Light.

You are now complete.

Hope this was easy enough to follow and you got the desired effect

Can't believe how much work goes into this, but it looks easy enough for me. Might give this a go as I've always wounded how to do a filter like this.

Thanks.
