Fallout 4 PC can’t be installed from disc alone

4.2
If you buy Fallout 4 for PC on a disc, you’ll need to download a whack of content from Steam.

Fallout 4 won’t ship entirely on-disc for PC; you’ll need to activate the game on Steam to download the rest.

“You will still have to download from Steam. The disc doesn’t contain the entire game,” Bethesda boss Pete Hines said on Twitter.

Asked why the console version doesn’t require an extra download, Hines said it’s a combination of DRM and the limited storage space of DVDs.

“PC requires activation on Steam. Console does not. Console ship on Blu-rays, PC ships on DVDs,” the executive said in a followup tweet.

In yet another tweet, Hines confirmed that “piracy” is the reason why PC games require Steam activation. He received an angry reply, and responded with class.

“Well we’ve been doing it this way more or less for 10+ years. Seems to be doing ok. Lots of people bought Skyrim, Wolfenstein, etc,” Hines said.

Fallout 4 is coming to PC, PS4 and Xbox One on November 10.

But why? why would you put yourself through the horrible experience of playing on console. /s

You do know it's practically going to be the same on consoles also right?

Yeah maybe in terms of the storyline sure. Everything else? Definitely going to be far superior.

This game is going to get game of the year in my opinion.

Can't wait to get my hands on it.

This is a good way of stopping the game being leaked early to torrent sites from just the on-disc content.

Fallout is going to be one of the biggest games of the year, I can understand that they would want to protect their product from piracy.

There is no such thing as a horrible experience playing a damn game on a console.Hell,I'm sure not many people actually have a good enough PC to even play this game at 4k, but I don't really care. And yes, we don't get to play it at 4k. But at least on the Xbox One we still get mods.

I'd be surprised if Xbox gets any decent mods at all. At the same time I wouldn't be surprised if any mod it does get won't first have to be approved by Micro$oft.

I can see there being a cap on the number of mods and type of mods you can have installed on Xbox. They will allow things such as new missions, houses and weapons. I highly doubt that console players will be able to download ENB and texture mods. The entire system would just break.
