Initially the hamburger guy was put in black ops to show that anyone can play it and you don't know who's character ur killing could be a business man or this hamburger guy...but now he is here just to be a easy way to promote the game...they prob think its funny so they reuse him

Yeah, like the first video before Black Ops or right when Black Ops was released they had a video with all different types of people, and the Burger guy was the last person in that video and just comes out walking with akimbo pistols.
