Initially the hamburger guy was put in black ops to show that anyone can play it and you don't know who's character ur killing could be a business man or this hamburger guy...but now he is here just to be a easy way to promote the game...they prob think its funny so they reuse him

Don't get me wrong this guy was comedic in the first trailer but hes been in three now.
They just don't understand, Its like wiping your ass with a shitty tissue.

But then again they do that with games also.
