IM currently running Intel core i78700k my question is can i upgrade it to AMD Ryzen 3900X (Im not pc savvy)
if i do upgrade that also upgrade motherboard? currently on Z390 phantom gaming 4

You will need a new motherboard as the CPUs are not interchangeable.
