Looking for the cheapest possible build to run the following.
What is your budget and currency? Roughly £300-£500 (pounds)
What will you use the PC for? Playing high cpu intense games and programs that use the coins lot
Do you need a monitor? If not, what monitor(s) will you be using? Maybe currently got a Samsung 24" 144hz one atm so it's not a mega issue
Do you need a keyboard, mouse, or other peripherals? Need a new Kbam but you're allow to go over the budget on them 2 but not stupidly
Do you need an operating system? Preferably
Will you overclock? No

You need to answer all of those questions before anyone can help you with a parts list

PCPartPicker Part List

CPU: Intel Core i3-10100F 3.6 GHz Quad-Core Processor (£78.98 @ Aria PC)
Motherboard: Gigabyte B460M DS3H Micro ATX LGA1200 Motherboard (£79.98 @ CCL Computers)
Memory: Patriot Viper Steel 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory (£60.32 @ CCL Computers)
Storage: Crucial BX500 480 GB 2.5" Solid State Drive (£43.33 @ Currys PC World Business)
Case: Thermaltake Versa H17 MicroATX Mini Tower Case (£32.43 @ Ebuyer)
Power Supply: be quiet! System Power 9 400 W 80+ Bronze Certified ATX Power Supply (£42.94 @ Box Limited)
Total: £337.98

Honestly, with Ryzen pricing and availability being so poor right now, Intel weirdly kind of makes sense. I'd rather an R3 3100 than an i3-10100F, but you can actually buy the i3 right now and 80 quid isn't unreasonable for it tbh.

Can spend an extra £5-10 for a 500W PSU if you want;

Or this SSD is worth the extra £10ish if you can manage it;

Can spend a bit more on case if you want, I've just included an alright budget case.

As for GPU, usually £150-160ish would get you a GTX 1650 Super, but stock and pricing is horrendous on all new GPU's right now.
Honestly, if you're comfortable buying used, I'd just look for an RX 480/580, should be plenty of them available and they shouldn't be too unreasonably priced. I'd pay up to 100 quid for a 4GB RX 580, maybe £120 for an 8GB variant.
