You need a hardware modded xbox in order to use mod menus online and host lobbies. The most common exploit for the 360 is RGH, but JTAG, R-JTAG, R-JTOP are all capable of doing the same things. They're just different exploit methods and require different wiring on the circuit board.

Hey, so, to use menus on Xbox you would need a JTAG/RGH, I personally would recommend an RGH trinity, I have linked a shop below of a trusted seller right here on TTG who offers great services for JTAG/RGH consoles.

As for a modded PS4, they are just jailbroken. I don't know a great deal about those, they are completely different to old gen consoles in terms of modding.

Last time I checked they could not be used online, just offline mods only... To answer your question though, you could use a PC to load the mods onto a USB to then transfer them onto the PS4.

Before purchasing either of these consoles I would highly recommend doing your research or looking through/watching the tutorials and info I have provided.
