To sum this up, my friend has a PC that I built for him, it has a Ryzen 7 2700x and the GPU was just upgraded to a RTX 3090. His PSU is gold rated 1000w and he has a single 16gb stick of ram. Motherboard is a GIGABYTE B550.

For whatever reason, whenever he trys to play any games on his PC the GPU is having very low utilization. For example, his previous GPU was a Radeon RX580 and he could get 60 frames in Death Stranding. With the 3090 he can barely get 15 and his GPU never goes past 50% at best (monitored via Xbox Game Bar and GPU-Z). I've searched google and the only solution I've found for him is to just repeatedly install and uninstall the NVIDIA drivers and pray. I'd like to find something more concrete so we can actually get his PC working.

I have spent the last 3 days trying to help my friend fix this pc and I'm at my wits end. I've had 3 other people try and so far nothing. Please help.

Did you completely uninstall AMD GPU drivers with DDU before installing the RTX 3090 and NVidia drivers?

What is the make and model of the PSU?

Yes I did that multiple times and I don't know the full details but I know its a 1000w Evga 80+ Gold

Only thing coming to mind is the PSU throttling because it just can't put out the needed power... I'll try and do some research as well.

Although 1000 watt should be plenty...



Is it just happening in this one game? Or across multiple games?

Use something like MSI Afterburner overlay to monitor temps, voltage, power usage/utilisation, clock speeds, etc in a game/benchmark or 2. Then report back to us with all that information please.

This is happening across all games on the PC.

As mentioned I've used GPU-Z for monitoring temps and voltage and it's not showing any issues. We've also used Evga's Precision X1 program to force the voltage and what not and it was still undervolting.

I would try re-installing OS to be honest. If you still have issues after a fresh OS + drivers, then there's a hardware issue somewhere.

I looked around and for some reason there seems to be quite a few people having issues when pairing the new 30x0 series with AMD... Not exactly sure why that is, could be something that GeForce is gonna need to address.. Reinstalling OS might work as stated above.

Keep me updated please, I'd like to figure out what the cause/fix is.

So reinstalling the OS seemed to have fixed the issue but FPS is still lacking what it should be but at the very least games are now playable. I'm hoping it's a driver issue and that NVIDIA gets to it soon. Thank you for all the help!

Of course! It's truly weird that this occurs, but it seems to just be affecting these new cards. I hope it resolves soon!
